when installing 2.10 from http://files.spip.org/spip/dev/SPIP-branche-2.1.zip I get this error

I have been here before, and knows ( guess ) its possible to solve..
just dont know what to chmod..
Did chmod
all required folders
all subfolders ( some needed delete + mkdir ( new folder ) + chmod
and created new versions of .ok and .htaccess
did chmod them.. ( several places..)
still same error..
any ideas?
