What is difference between public forum & signatures?

Greeting,

could not understand what for are signatures for article in public version.
I could use the forum(petition) for collecting comment for article,
but what for is signature?

Forums (FORUMS loop) are commun discussion threads. You can choose several
moderation types (before public posting or after, inscription needed or no
froum at all).
