What I do in such situation is first , making sure that I have backup of database and IMG folder. Then I empty tmp folder by renaming it, and creating a new one. Using example .htaccess file (htaccess.txt) is also helpful. But before that I do not delete the existed .htaccess file, I just rename it to have a backup.
Thanks for responding promptly. I am told that there has been a technical incident at the host server at the Data centre in Paris. So am waiting to see if this problem will resolve by itself. I will see how i can obtain a back up and that the back from today may be damaged, the other option to get a back up from last week. [will mean loosing many articles]
then i will do as you suggest. Chnage name of the tmp folder and create a new empty one
htaccess i will have to get this from the installer pack but (i dont know which exact SPIP version of tthe 3.0 tree i am running. I hope the htaccess file doesnt change with versions does it

You should first check that the connection to the database is working. Check also all the logs (SPIP logs in /tmp/log and, if you have access, the server's logs). It will be difficult to solve the problem without checking the logs.
Check also the permissions on your SPIP directories.
