How does the admin (owner) access the "public front office" when the plugin is active? - I always end up on the page created by this plugin as I don't have the chance to login.

This isn't possible with this plugin. However the same fonctionality
exists in the plugin 'couteau suisse'
(Le Couteau Suisse - SPIP-Contrib)
It's a toolbox where you activate some fonctionalities you want. One
of them is to put the site in a "under construction" state, except for
the admins that can visit the site normally.
