Very sad that I see many Persian/Dari/Hazaragi SPIP websites are closed down or switched to WP and Drupal. I looked at SPIP Inside and could find only four active SPIP sites. Two of them have SPIP version 2.

If your site is very popular, you could add somewhere in the footer that the site is based on SPIP. People could see what SPIP can do.
Also, I only know that Dari or Hazaragi are variants of Farsi, so do you think Farsi as it is now in SPIP is enough for people to create sites in those two languages? If not, maybe it would be useful to create a Dari or Hazaragi translation which could entice more people to use it.

Why don’t you register on trad.spip.net and correct what you see is wrong and perhaps create a new Dari translation.

I already registered there, and made some changes to Farsi files. But I cannot see Hazaragi (haz) and Dari(prs) in the list of new target languages.

In my opinion, the key problem is lack of good templets to be used in Farsi SPIP web sites. And I can not customize existing templets in English and French. Because of this, SPIP in Farsi or Persian had faded out.

It takes time to develop a template for SPIP. I’m not sure if SPIP core developers think over something like WP Theme Customization API, but it may help to attract developers to develop and sell SPIP templates.
I remember, in 2007, many SPIP sites were launched after a course sponsored by Internews in Kabul. A few years after, almost all of them died or switched to WP.
