It's a "normal" SPIP that manages the accounts so you can ask here for
a new account.
You can also send a mail to the spip-dev mailing list (in french, you
have to subscribe here :
http://listes.rezo.net/mailman/listinfo/spip-dev ). It sometimes
faster.
