En clair, le répertoire ecrire appartient à root, et les fichier
inc_config_plug.php3 dedans appartient à monsieur 10003 et comme
t'es en safe mode, ça lui palit pas.
  un chown du répertoire en question devrait le remettre d'équerre.

on oublie ma remarque désolé, j'avais oublié le REPERTOIRE plugins .
