spip 2.1.26 site breakdown sql server problem also wont reinstall with spip_loader

Dear people
i have been running a spip 2.1 run site for several years. It had
been updated to 2.1.26v.

1. The site installation broke down on 17 Jul and i get a message:

"Site under construction
Warning: a technical problem (SQL server) prevents access to this part
of the site. "

2. spip_loader doesnt work. I get a message : You do not have access
to this page.

3. I have tried to manually reinstall spip 2.1 but to no avail. I have
no access to the login area.

4. Error logs say:

have you tried delete the cache? you can try erase the conection data
to start a new one deletin the file connect.php inside config folder.

Can you tell me why the spip_loader doesnt work.

Does this error come from SPIP or your host provider ?
Can you share a screen capture ? It would help a lot.

Dear Gilles,

Thank you for writing in. The problem has been resolved and the site
was restored by the host. They claim there was a problem with
incorrect password in the config/connect.php

I am baffled as to how this could have happened in the first place.

Anyhow i would like to pre-empt any such crisis in future I would
request you to guide me to URLs that may exist for instructions
explaining the safest manner of upgrading from spip 2.1 to Spip 3.0
