spip 1.9

I envy those folks who have some minor problems with spip 1.9.

I even don't get this new version:

1) The spip_loader.php does not do anything with my files. I still have spip 1.8.3.

2) Downloading the archive and uploading the extracted files to my site does not wotk for a few files due to "permission" problems. Those files that were uploaded do not make any difference to the site. I still have spip 1.8.3 at it.

Any idea what I am doing here?

You should try to download the whole package here :
http://www.spip.net/spip-dev/DISTRIB/SPIP-v1-9-0.zip
unzip it locally and put everything on your server.
After you must give the writing access to these directories : ecrire/,
IMG/, CACHE/, and ecrire/data
And last, just go with your browser to
http://your-web-adress-of-spip/ecrire/ : the automatic installation
will start.

oops! I haven't read it.
Is it the above directories (IMG, etc..) or other files ?
Can you create a directory named 'test' ?

Those files that were uploaded do not make any difference to the
site. I still have spip 1.8.3 at it.

Try to remove everything other that 'IMG', your squelette directory,
your configurations files.
And re-install SPIP properly..
Make a local copy if you want to be able to go back to your version 1.83
