I guess the newsletter function in configuration.php3 can be used with
several email adresses? Is there an easy way to manage the adresse list?
Also, how can I put a sign-on box at the site for self-subscription?

No it can't 
You must enter the address of a mailing-list you have
created externally. SPIP doesn't offer any facility for managing
mailing-lists.
