customize navigation bar

Hi,
How can I customize the display order of the elements in navigation
bar (nav.html) based on id_rubrique and id_mot? I want to have my own
order, and specify which rubrique and mot should be included. I do not
want to use plugin Menus.

I fixed this by a simple HTML list.
