Yea, I bet it's the "chmod thingie", assuming that your SPIP installation is running on a UNIX/Linux box and not a Windows server.
CHMOD is a Unix command for setting read, write, and execute permissions for files and folders. It's pretty basic. At this point, you might want to find a book on UNIX, or ask a friend knowledgable in UNIX to help you work through this.
